Acodeco Recorded 143 Pensioner-Benefit Cases in the First Quarter of 2026

The most frequent reports involved interest rates, restaurant discounts, missing notices and benefits that were not applied.

Older couple reviewing a purchase and their benefits

Panama’s Consumer Protection and Competition Authority reported 143 cases from January through March 2026 involving possible violations of Law 6 of 1987, which provides benefits to retirees, pensioners and qualifying older adults in Panama.

Most frequently reported issues

The official report lists 55 interest-rate cases, 24 involving the 25% restaurant discount, 21 involving missing notices, 17 in which a discount was not granted, seven involving personal or commercial loans and seven involving the 25% air-transport discount.

Who may request the benefits

Panamá Digital states that beneficiaries include Panamanian citizens and foreign residents: women aged 55 or older, men aged 60 or older, and retirees or pensioners as applicable. Identification or the appropriate retiree or pensioner card should be shown when requesting the benefit.

Discounts worth knowing

Published benefits include 25% at restaurants, 15% at qualifying fast-food franchises, 20% on medicines, 25% on air transport and hotel discounts of 50% from Monday through Thursday and 30% from Friday through Sunday, subject to the legal conditions for each service.

How to file a complaint

Panamá Digital asks complainants to identify the business and its address, complete Acodeco’s form and provide the supplier’s invoice. It also lists S.I.N.D.I. at 6330-3333 and the Citizen Service Center at 311 as reporting channels.

Preserve the evidence

Keeping the invoice, noting the date and location and documenting that identification was shown can assist review. Each benefit should be checked against the specific service because limits, exclusions or special conditions may apply.

Official sources

This legal update is based on information published by Panamanian government institutions. Requirements, forms, amounts and channels may change, so the current official version should be checked again before filing.
