When organizing a business in Panama, it is common to confuse the Taxpayer Registry (RUC) with the Notice of Operation. They are different registrations handled through different government systems and serve different purposes.
What the RUC is
The DGI describes the RUC as the taxpayer’s tax-identification registration. Registration and updates are handled through the tax administration’s systems.
What the Notice of Operation is
Panama Emprende explains that the Notice of Operation records that the declared commercial or industrial activity has been reported to the Public Administration and includes a sworn declaration by the interested party.
One does not replace the other
Having a company or a RUC does not by itself mean every commercial activity is covered by a Notice of Operation. The actual activity should be reviewed before operations begin.
Review the activity and obligations
Before opening, invoicing or hiring, it is sensible to confirm the declared activity, tax obligations and any sector-specific permits that may apply.
Official sources
This legal update is based on information published by Panamanian government institutions. Requirements, forms, amounts and channels may change, so the current official version should be checked again before filing.
