Panama’s National Immigration Service adopted the Electronic Naturalization Procedure through Resolution 51973 of September 10, 2026. Published in the Official Gazette on September 16, the resolution governs the formation, review, transmission, verification and preservation of electronic files for applications for Panamanian nationality by naturalization.
Which stages may be handled electronically
The resolution covers receipt, file formation, review, verification, evaluation, processing, tracking, archiving and preservation. Documents in the file must preserve authenticity, integrity, availability, traceability and verifiability.
Traceability and file protection
The system must keep a permanent, chronological and unalterable log of actions. It must also prevent unauthorized changes, preserve signed versions and record access, transmissions, returns, corrections and institutional transfers.
Electronic signatures and public verification
Final electronic documents must include a unique identification code and may include a QR code or equivalent verification method. A scanned image of a handwritten signature is not sufficient when it cannot legally guarantee the signer’s identity and the document’s integrity.
The constitutional route remains in place
The file may be transmitted electronically to the Ministry of Public Security and the Presidency, but digitization does not change their legal powers. The oath and Civil Registry registration remain required stages.
Progressive implementation
The resolution took effect upon publication but expressly provides for progressive technical implementation and an operating manual. Applicants should confirm which electronic components are active and which original physical documents must still be preserved or filed.
Official sources
This legal update is based on information published by Panamanian government institutions. Requirements, forms, amounts and channels may change, so the current official version should be checked again before filing.
Case review
This is general information. The correct route and document set depend on the applicant or business situation.
